Dear Legal Mailbag: I understand that we can no longer make referrals to the juvenile courts for truancy, and I have a simple question – now what? The problem of student truancy didn’t just go away, and now the courts won’t help us. As you know, these days we are being told to call almost everything in to DCF and I remember that the law refers to “neglect” as well as “abuse.” The way I see it, if a parent is not making sure that his or her child is attending school, that’s “educational neglect.” Next time I have one of those students who are out of school for days and days without good excuse, I will just call DCF and let them deal with it. Does that sound good to you?

THE 2018 CAS ANNUAL MEETING - BALLOTS ARE OPEN!
Historically, CAS hosted a spring membership meeting during which we conducted all of the business required by our Constitution, including the adoption of any bylaw changes and the approval of the proposed budget for the following school year. Thanks to the wonders of technology, we can now handle all of that business electronically. We know this is a busy time of year, but we hope you will take a few minutes to participate in the online balloting process.
This year, we are asking you to approve a total of eight documents - among them are the proposed 2018-19 budget and one proposed change to the CIAC Bylaws. To access the online voting system, go to http://casci.ac/3554 and log into the secure, members-only area of our website using your school number and login ID. Online voting will be open until midnight on June 30th. We need responses from eighty-four (84) member principals in order to meet our quorum requirement. Please add your vote!

CAS TO SPONSOR FALL LEADERSHIP INSTITUTE
In lieu of our annual CAS Summer Leadership Institute which was impacted by Mother Nature, we are moving this event to mid-September to continue our leadership work in the area of social-emotional support. A new institute format and pricing structure should bring this experience within financial range of our member schools. Supporting our students in the area of social-emotional health is one of the topics most requested by our membership. Join us on September 21 as we examine the impact of leadership in this vital area.

SUMMER LEADERSHIP CONFERENCE FOR HIGH SCHOOL STUDENTS

The 8th Annual New England Student Leadership Conference (NESLC) is scheduled for July 17-20, 2018, at Worcester State University (MA). This four-day residential event offers powerful learning and leadership development opportunities for students entering grades 10, 11, or 12 in the fall of 2018. CAS-CIAC PILOTS SUMMER LEARNING CAMP
CAS-CIAC is pleased to partner with the McMikle Group and the Windsor Public Schools to offer an innovative summer learning camp that combines leadership, sports and academic enrichment. The D.R.E.A.M. Sports Summer Learning Camp is a six-week youth camp that is open to any Connecticut student in first through tenth grade. Learn more about this new model of summer learning programs which promotes student development through a dynamic blend of education, leadership and sports. 2018 GOVERNOR’S SCHOLARS HONORED
Twenty-two of Connecticut’s top juniors were honored at the Twenty-Second Annual Governor’s Scholars Luncheon held at the Aqua Turf on May 24, 2018. Sponsored by Horace Mann, this annual recognition event celebrates academically high-achieving eleventh-grade students from schools throughout the state. In addressing this year’s class of scholars, CAS Associate Executive Director Ev Lyons remarked, “Today we are continuing a 22-year tradition of honoring Connecticut’s highest performing high school students. The selection criteria are demanding; the quality of applicants is formidable; and, the process leads to the selection of an elite group designated as Governor’s Scholars.”

BETHANY TEACHER NAMED CAS MIDDLE LEVEL EDUCATOR OF THE YEAR

SIX SCHOOLS RECEIVE CITIZENSHIP AWARDS
On May 23rd, students, advisors and principals from around the state filled the CAS conference center for the presentation of the 2018 Challenge to Educational Citizenship Awards. These awards celebrate student-organized activities that demonstrate good citizenship, civic awareness and service to others. Representatives from each of this year’s winning schools were in attendance to share and showcase their extraordinary community service initiatives. DPH RELEASES NEW DATA ON NUMBERS OF SUSPECTED OVERDOSES
According to preliminary estimates released by the state Department of Public Health last month, there were 3,090 hospital visits for suspected fatal and non-fatal overdoses during the first four months of 2018. The DPH tracking system provides information on the number of adolescent and adult ED visits for suspected overdose by county of residence. The breakdown from January through April is as follows: Hartford County saw a total of 1021 suspected overdose visits, followed by New Haven County (907), Fairfield County (416), New London County (178), Middlesex County (176), Tolland County (150), Litchfield County (129) and Windham County (113).
